Each state has different laws that you must obey. It becomes unlawful possession if you come into the state and not follow the law. You usually are allowed to travel but there are restrictions. You can pass through with a firearm in your car but you are not allowed to stop and go shopping in public with the firearm. Please note this is an overly simplistic explaination.

He was charged by the state, not the feds. You don't fight a murder charge with a theory with no case law. He will probably be convicted of unlawful possession of a firearm bc he was open carrying under the age of 18. I see this case going to trial, putting up a self defense justification, and hoping some members of the jury disregard the judges instructions on how to apply the law when the trial is over and they have to deliberate.
