The main reasons for lack of basements is the frostline. This thinking has lead to careless thinking and assumptions. Clearly Texas was building on wrong assumptions OR on assumptions they already found worth the financial trade off.

Im very confused by this notion Texans have wherein they've built things that cut a lot of corners because they dont TYPICALLY have weather of some sort. Basements, piping, and so on.
