It is. You can't file a suit before it's certified (or request an audit) because certification means it's done, and you can't do anything till after the count is done.
But then you can't do anything after it's certified because... well... it's CERTIFIED, see?
I'm betting these programs lured officials to China, got them into hotel rooms with a few drugs, a few kids, and a few cameras, and sent them back home with the understanding that from now on, they're going to do as they are told.
It's also very weird that The Hill would post that video. Of all the 14+ hours of footage they must have, they post that 4 minutes? A month ago? For no apparent reason? I don't know if it's a set-up or someone has known all along or what.
