By constantly interrupting, Biden isn't allowed to complete his retarded statements. It also gives more time for Trump to counter. This will probably get lost but the DOD is entering into several "Firm-Fixed Price Indefinite Delivery Indefinite Quantity" contracts for ammunition for COMBLOC weapons (7.62x39 5.45x39 7.62x54r). This is for training against counter-insurgency that use those calibers. However, my speculation, is that they are also arming rebels throughout the middle east.
This is effectively crowding out the civilian market when its already strained due to coronavirus and riots causing mass shortages.
