Somalis, I think they are just dumb and cheap. Don't think we would use germans over cheap security. If we wanted good security we would do it ourselves. The Somalis aren't missed as much if they go missing and probably won't be a good whistle blower.
Am printer, they don't come out that nearly stacked. That big bottom section is blank paper.. 100%. The way in which it cascades, shows to me that that stack of paper has never been fanned apart or split into multiple stacks or anything.
Step 1: print postcards with this info about reporting.
Step 2: mail them all over the country via USPS
Step 3: wait for them to pass through the hands of the people with the information and wait for them to bring the evidence. I really doubt usps employees are all big tdw or pv lurkers

Depending on how the dates are put in, when loaded I to excel you should be able to make a new column that would do a formula and output the difference in those dates. Then you should be able to sort by that columns numbers and quickly find the number of these instances. I can't do it now, but it you can link me the file I might be able to look into it tomorrow
