Sounds like you’d need something like a constitution with a bill of rights. Perhaps even an independent court. Admins/mods would have to respect the constitution or the court would remove their special privileges.

Follow-up: Yep, couldn’t see the gear on my phone browser but could on my laptop. Expanding embeds makes a big difference!!
