There are two treaties with Ukraine. Both ratified by the senate. One is a bilateral and mutual extradition treaty. The other is an anti-corruption investigation treaty.
If Ukraine asks for Biden... We MUST comply.. If Ukraine asks for evidence or witness testimony... We MUST comply.
Failure to do so would violate international treaties and law... And it's the job of the president to uphold and enforce the law.
