Just like a botnet hitting a webserver with hundreds of thousands of requests brings it to its knees, hitting a telephone exchange with just a few thousand calls will probably be enough to overload it and give callers an error message. And even if the switches are robust enough to handle a couple thousand calls to the same number at once, there aren't 1000 people to answer the calls so you're essentially DOS'ing the humans answering the phones.
I remember back in the 80s the local radio stations would DOS each other. One station had a "touchtone" that would play in the middle of a song to get you call them to win some money or whatever. But it wasn't a randomly selected time, it was when their competitor was having their call-in giveaway and was designed to jam up the telephone company's switch so no one could get through to the competitor.
So you can definitely perform a denial of service attack on a phone line.

Almost all the new flip and bar style dumbphones are all running barebones versions of Android now. They must be assumed compromised. Your only option is finding a legacy T-Mobile SIM card made before 2019 that still has active service that you may be able to buy off of someone and use it in an older Nokia or similar 2G phone.
T-Mobile has updated their SIM cards to make them incompatible with the older, non-tracking 2G phones, so any new line of service is blocked from using a non-tracking phone. AT&T shut off their 2G network years ago, but there are a few Nokias that are compatible with AT&T 3G, that is an option but those phones are rare.
Sprint got bought by T-Mobile, so they're out. And Verizon only allows LTE phones on their network now. We need to find a way to bring back the ubiquitous pay phone if we want to communicate, because wireless is all one big tracking grid. Even the old phones that didn't report you back to Google still knew your general location down to a few feet based on cell site triangulation, so the good old days weren't that good anyway.
There are "Google-Free" open source Android builds for some phones that get rid of the Google Play services and a lot of their tracking, but it's still Google so even if the full on, in your face "Covid" tracking isn't there, it is probably still spying on you at the lowest levels.
Even if you have a phone free of obvious Google or Carrier malware, you still have to look at the apps you install. And place 2-3 phone calls on it and they will already know who you are from the metadata and voice recognition. There is no cure.
