I can understand Giuliani (possibly/probably) got the 1.82m from the primary. Where did he get the 1.4m returns? Where did he get the 2.5m presidential count?

I don't know what accounts for that 700,000 difference between the number of ballots you sent out and the number of ballots that ended up in the count.
