In a way, yes. What Barr did is what moral and ethical generals do when they have a strong disagreement with a presidential policy.
On the one hand, they are fulfilling their oath and supporting the president to the best of their ability. On the other hand, they don't want to undermine the presidency (like so many leftist generals did these 4 years) and have decided not to cross the line that the president had cross.
We don't know what line this is yet, but if Barr is acting on good faith, he's going to reveal what that line was that made him resign.
