The more likely scenario is all the mail in confusion and fraud would allow them to simply steal it with fraudulent votes or through the courts by throwing out legit Republican votes with things like signatures not matching.
There is no new congress if the ballots are not counted. All the house members would be on the same ballot the President would be on. There would be no house members to vote for the Speaker of the House and no clear majority for which to determine if it was a Democrat or Republican.
It's pretty clear that they did this to get a particular background while maintaining a good angle to his face but man if this isn't a perfect image to capture "political theater" I don't know what is.
