He's still saying there was likely enough fraud to swing the election. He's just using words that might actually resonate with people who are on the other side of the fence.

They're probably arguing that if the story turns out to be false and they haven't censored it, the damage will already have been done, but that goes both ways. It's not their business to determine this in the first place.
