It's deliberately designed to hurt the big midwest states like Texas. Every single thing the Obama/Bai-deng administration does is specifically targeted to hurt Texas: immigration, gas prices, mileage tax, moving the Continental Airlines hub, snubbing Houston NASA Mission Control for one of the retired space shuttles, socialized medicine, XL Pipeline, fracking ban, etc, etc.

For all the hate downthread, I'd like to say that we're perfectly capable of carrying out many concurrent avenues of interest and enquiry simultaneously. Just because it's not laser-focused on the 'outrage du jour' doesn't mean it's a distraction and therefore unworthy of piquing our interest for its own sake. And, further, those who are so bitter and obsessed about the outrage du jour that they're incapable of taking a moment to think about something else are in danger of becoming the hateful, humorless, singleminded fanatics that they hate the left for being.

I think it's a culture clash. White culture is very cool, formal, laconic and business-like; whereas black culture is effusive, personal, warm and playful. They mistake our reserve for disdain, and immediately assume we're chilly toward them because we're racists. What they don't know is that whites are aloof toward each other, too.
