In a tie breaker, it does go to the house but each state's representatives cast a majority vote for that states electoral vote. All states in this case are worth one vote. Prior to the election, I believe Republicans have majority in 26 states and Democrats have 23. The other two are tied so this would go to Trump.

Though, with the tie, it would go to the NEW house elect. But we gained seats so I think Trump still wins.
