If they had not the RV would Not have been known about and would have killed people as the area was not cleared. Now look at the possibility the gun fire were good guys tracking the RV and the bad guys and then engage. The good guys win or see off the others and the police turn up, the police are informed of the bomb and so can clear the area before it goes off.
