The backlog on large substation transformers is long and we don't make them here in the US. If a small independent group of saboteurs in every major city were to hit every substation and destroy a lot of those transformers all in one night in Minecraft, the lights go out and don't come back for months at best. Seems to me that after a week or two of no power, the police in Minecraft would be far too overwhelmed just maintaining order in a grid-down city to have the manpower to hunt down those saboteurs or maintain patrols against further sabotage.
