The DOD sent a policy letter and and an online class to tell current Government workers they can't make contact with any political party or foreign country. There are appointed people that would do this after the Election is settled. Esper was not one of these people. I think this was to prevent another Flynn situation but swamp creatures go to swamp no matter the rules.
I read in the comments from the Never Trumper's on American Thinker that Barr/The Swamp is going to announce they found no wrong doing in the investigation a year ago but was too scared to tell Trump while he is President.
