Actually IQ can change with environment, and education to a certain degree. but apparently the main limiting factor is the brain size that is limited by hereditary factors. That old saying "That when God gave out brains you got cheated" applies here That those original Africans that left and headed into Europe interbreed with another human species that developed (Neanderthals) resulted in a larger brain, and that those that headed east into Asia not only got the same (3%) of Neanderthal DNA, but also a bit of Denisovan DNA with brain size up to 1800cc, (a cousin to Neanderthal that lived before extinction during the ice age in Siberia, and southeast Asia). The reason that Asians have the highest IQ (115), whites (105), and Blacks who stayed in Africa the lowest (64-70) because their brains stayed much smaller. Meaning that the average African is about 50% less intelligent then an Asian, or white. Of course there are variations among all races among some individuals.
