I dunno if I would say they are "usually reserved for military," I was given one when I earned the rank of Eagle Scout and they will give em out to just about anyone you just put in the request. My Senior Senator Roy Blunt suggests they make great birthday gifts even.

Edit for clarity: I agree it is a disgusting photo op to be sure. I just think military shouldn't take it so personally, this is not a specific military-reserved honor. Nancy is just handing those gents a US Capitol flag which are super easy to get, you could order one right now from any senator and pay the fee it's yours for pretty much whoever for whatever honor you come up with.
