The problem becomes who sets the requirements? Because the government isn't inclined to limit voting to people who won't abdicate all responsibility and authority to government. So we either have rule by the ignorant when everyone can vote, or rule by corruption when government gets to pick who votes. Lose-lose is all we have left.
