If this were a criminal trial and those ballots were evidence they'd be thrown out.
Chain of custody records exist for a reason. They're how you prove the materials weren't tampered with. Without chain of custody, those ballots are invalid.

Partisan actors shouldn't be allowed to participate in the ballot counting process in any way shape or form. Because an interested party meddling in vote counting taints the results and gives the other side grounds to call the election illegitimate. It's a conflict of interest of the highest order. I can't believe that even needs to be said. Only politically neutral people and organizations should have any hand in vote counting. Partisan actors should allowed passive oversight (i.e. poll watchers) at the very most.
