I guarantee they buy batches with higher fail rates than stores like Target and local stores.
Its how chinese manufacturers are able to make cell phones for significantly cheaper than flagships like apple and samsung with the same components. They buy batches with 20% fail rates because they don't really care about the end user while apple and samsung are buying batches with <0.1% fail rates because they have a reputation to uphold.
