Maybe he's trolling but he didn't say Tanzania's own election fraud. Read the message again. It could very well be that American election fraudsters are hiding in Tanzania, and they will be blocked from returning to the USA. That's why loyalty vetting occurred in DC. It will make more sense when you realize the Air Force and Navy and predominantly Caucasian and fond of Trump, while the Army is more diverse.
Someone calls the Army into DC. Nobody is exactly sure who made the call, but it appears they are there to "protect" Biden for his inauguration. It also appears there are several units from overseas USA territories, some of which don't speak English. Then, they were vetted for loyalties (checked if they were Trump supporters).

The air force is 71% white people and the Navy is something similar.
