They don’t print ballots. Those machines print out receipts. They get ballots from their county election officials and those are used on Election Day when registered voters check in. If a voter whose registration can’t be found, or there is some other problem like they don’t have photo ID then they are given a provisional ballot. Those ballots are set aside and not counted with the rest of the other ballots. Those people that got provisional ballots have like a couple of days to “cure” their ballot. Like one time I forgot my wallet and got a provisional ballot. The election was close and I had campaign workers offering me a ride to the election office to show them my ID. I got called several times about this.
