The only real difference is that absentee voting application is requested by the voter and the reasons do not include wuflu. Instead the state would mail out applications to the voters and the voter need to submit the application to get their ballot and wuflu is an acceptable reason. The voter does not request the application like they do for absentee. So this belief that ballots are just being sent out blindly is not accurate. The problem is, as POTUS pointed out, that the USPS is worthless and can't handle the load and prevent cheating. So no one should use mail in voting. I'm pushing that message wherever I can.
