If you make too much then you need to pay quarterlies so they get their money quicker and if you don't pay the quarterly they penalize you.

Cities have been raising "taxes" this way. You need to pay the fee that keeps going up to do business in town and the head people will fight you on it being a fee and not a tax even if it is in the thousands of dollars. A fee should be used to use a benefit to get something better like one of the mileage credit cards and not something you are forced to buy.
