I'll answer this in two parts. First, nothing can happen with the bill referred to in this post. H.R. 5717 was introduced in January 2020 - the second year of the 116th Congress. The current Congress is the 117th Congress, so any bills that weren't passed before the end of last year are now dead. In order for a similar bill to be considered in the current Congress, it would need to be introduced. I did a quick search and couldn't find a current similar bill (other than HR 127, obviously, but the terms aren't identical). It was a half assed search, so I could be wrong.
Second, if we were to assume that a similar bill was introduced, I suppose budget reconciliation could be used in the House since the bill would be focused on generating more revenue (the tax). I don't know the ins and outs of budget reconciliation, but it seems like this wouldn't be a likely move. I actually think the majority is too narrow. The Dems might not be able to pass something like this. There are probably too many vulnerable Dems that want to keep their jobs. That's my best guess.
It needs more than just 60 votes. This bill is dead and no longer being considered. It would need to be reintroduced into the current Congress (117th Congress). Also, American Rescue Plan Act (H.R. 1319) passed by simple majority because of a legislative maneuver known as "budget reconciliation."
