Future mens' Final Fours are to be in Louisiana, Texas and Arizona. What happens then if legislatures there act the same? California and New York are not suitable because of the lack of large domed stadiums (supposedly Syracuse has too few hotel rooms). Seattle now feels foolish for replacing the Kingdome for a roofed stadium without walls, will that work?

Unless the NCAA is fine with returning to arenas with less than 20K capacity.

No not really. All suburban police departments use the same procedures, like everywhere in America. Minneapolis police officers are legendary for their rough but reasonable tactics. Goes all the way back to Tony Bouza, maybe further back when it was a rough, rugged milling town attracting unsavory elements looking for work.
