Except he is actually the guy that invented the first civilian software for email. Before he wrote it, it was only in use on government systems, and he wrote it without any input from the ARPANET people. The only arguments are semantic in nature, with people saying "Yeah, well the military was using it already", but there's a whole shit ton of stuff civilians figure out and start using well after the military has had it and decided not to share.

What the legislature needs to do is pass a law stating that if you were not eligible to vote for a race the first time, you aren't eligible to vote in its runoff.
It very simple and straightforward and makes perfect sense. You don't even have to have voted in the general, you just have to have been an actual Georgia resident at that time, not two weeks later just to alter the runoff.
Georgia's system takes electronic inputs, then prints a paper ballot with all votes listed and a QR code with all that info. You deposit that paper ballot into a drop box and it is scanned as it passes through.
So, while the information is wholly digital, there is a physical backup that it can be checked against in the case of a hand recount.
