From a technical standpoint yes. It would reject a EAS-deployed message or dump it as a regular message (today to date, a EAS-deployed message forces the phone to play its tone regardless.
Not only it is dangerous to shut off the phone EAS, but Presidental Alerts are mandatory, and must remain on. Samsung phones and other makers like Apple have to abide by this rule.
Buying servers are not only expensive but eat watts for breakfast. People will need to hire technicians and other data guys to make sure physical servers dont go to hell. Deplatforming is not only just to get away from the name, its to end an idea.
