You do know the Feds keep perpetrator data by race (Hispanic is an ethnicity, not a race). For victim data Hispanics are parsed out from whites, even though whites comprise everyone with ancestors from the north tip of Norway all the way to Egypt, Siberia and Iran.

This is correct. They are conservative in a very European way--basically if you want to live in France you better adopt their culture. They are actually very nice when you learn their language and do as they do. But when it comes to economic policy they diverge from American conservatism.

The last time it was. Payment was based on who claimed the child in the previous year. Last year I got my child's stimulus money and her baby mama was livid that she didn't get it. Too bad, she signed a contract that said every odd year I got to claim the child and she did not file in time. But, at least in the years of Trump it was based off the number of members of the household. It does not have to be parents, for some children are claimed by grandparent, aunts, uncles, etc. depending on the situation.
He did not specifically talk about whites, he spoke of American citizens regardless of race being replaced by a new voting block. In an earlier video he spoke about replacement of blacks and their waning influence as a voting group.
