He filled up the reservoirs and wend to collect his money and they laughed him out of the office and upon leaving he told them he'd make the rain stop when they paid him double and they could come to his home with the cash. After the reservoirs overflowed mud slides started they had to take him seriously and pay up.

Thank you for the link explaining that Texas is without power because Federal Govt regulates pollution emissions and Texas could not produce more power to compensate for the increased draw without permission. Which would probably take half or forever.
