They were talking about this yesterday on WEEI (Boston sports radio station) whether or not he would or should go collect this medal from POTUS. (This was before he released this statement).

In Massachusetts it means you don’t belong to a party. You can choose any ballot you want on primary day.
If you’re enrolled in a party, you can only vote in that party’s primary.
In Massachusetts it’s called “unenrolled”.
