Last time I checked, protestors aren’t criminals. Keep in mind that BLM were expressly permitted to protest a non-existent threat just months ago, but when business closures and unemployment are at record highs, and civil liberties completely abandoned, those in power simply tell us to "stop wasting their resources" without batting an eye.

They can just ban the hash (code representation) of the image. There are also ways to censor similar images (i.e. if a hash of an image is 93% similar to a banned meme, they will censor). Therefore, simply changing a few pixels is ineffective. The best way I’ve seen to circumvent this is to overlay something random and imprint it into the image as a barely visible watermark.
