Wikipedia says it's an enforcement organization but it's not super specific.

Is it like the FCC or the SEC? Are they essentially feds?

The CCP flexes how much power they have because their actual power is really fragile. And American media portrays them as an authoritarian nightmare state because it fits their narrative. So no one has an interest in questioning any of it.

The police don't even carry guns. Nor do they enforce the law all that often. When a crackdown happens (and they do happen) they use plainclothed goons called chengguan 城管 to carry it out, because if there were photos or video of police "busting in people's doors" the optics of that would be terrible, and they are terrified of the public.
