The CIA spent a lot of time on some pretty far-out things back then, including remote viewing and telekinesis to name just a few. As much as I believe the soul to exist in an entirely different plane / dimension from the physical body, I don't believe the CIA actually accomplished or observed anything of the sort. I do, however, believe they laundered a ton of tax payer money through these types of experiments.

Here's an interesting article on the design and principles. The author purports that it's the method of heat exchange that makes them of interest to people, in that the heat is captured in a specific area to radiate out, versus go straight to the ceiling.
