It can be proposed but it still requires 3/4ths of the states to ratify... maybe an amendment to split CA could be put on the table.
KY senate bill 228 was proposed to fix that. He's got his pick lined up to fill his seat which is about as worse.

The general assembly was always supposed to pick the senators until the 17th amendment, I advocate to repeal it. stuffing ballots is one thing, but getting all state legislatures to vote one way is damn difficult.
Beshear was elected off of a combination of his dad's name and how bad Bevin spoke. When you call a vast majority of the voter base thugs and criminals your not going to get many votes. Trump may be bombastic but Bevin was a straight A-hole. With practically my whole family working for the state in some form and barely getting by, trying to cut into their retirement all while demonizing them made a lot of ballots blue.

As a Marine, the constitution is the absolute core of what it is to be a Marine. Back in '09-'10 there was a movement where states were affirming their sovereignty under the 10th amendment, civil war became center discussions for deployed units. We found that should a civil war break out, members of the armed forces are to got to their respective states and report to the governor. We noted that we would bring all our gear and whatever crew-served weapon we commended. Which, at the time, would mean a land locked state would suddenly have a navy because the captain of the ship ferrying us was from Colorado or something out west, it was a MEU and I spent most of the time drunk so I cant remember the details.
But seriously, we damn life and limb to defend the compact. We don't care if you give us respect or not, it's the preservation of the compact and to the citizens of our great republic that is center of our attention.

That would mean that the compact is null and without force. The general government usurping power from the people without their consent can only be remedied by a new government. Fraud viciates everything, abolition of everything this administration has touched would mean a completely new general government. It would then be up to the states to form a new compact, new general government, and hold elections for those offices.

Since this isn't an act to pass judgement it isn't a bill of attainder.
On further review this actually is prohibited by Article I Section 9.
No bill of attainder or ex post facto Law shall be passed.
Because the bill explicitly states
- create or display any symbol, monument, or statue commemorating any former President that has been twice impeached by the House of Representatives on or before the date of enactment of this Act
Trump isn't named but anyone "twice impeached" would be targeted. Problem with that is: impeachment is the act of bringing charges, regardless of the outcome. This would violate the 5th amendment in that he will be deprived of liberty without due process... you know... found guilty.
I highly doubt the events of last year have been approved by the local board let alone the state board. Get the superintendent involved, report the class as fraud, waste, or abuse at the state level while notifying the school principle that your child will not be attending that class. If they threaten truancy, double down and remind them any material taught in contravention to the state board of education is not school. Lawyer up, tell other parents, and demand the school board correct or face expulsion based on dereliction of duty and abuse of power. Remind them that BLM/Antifa have RICO charges and they can be lumped in with them. Write your local newspaper in an op-ed and put out petitions to demand the teacher, principle, superintendent, and school board resign. Don't let up, make a show, force severe penalties against all those who thought it was ok.

Just removing it may cause issues, implementing a path to recall by the people at a lower bar may alleviate such issues.
