Many factors at play obviously, but here are some suggestions:
If your friend’s business is in a specific industry, seek out the industry’s trade publications and buy digital ad space/ email marketing capabilities directly from them— Skip the Google display ads all together.
If it is a regional product or service, buy ad space directly with local radio, news publications, or hesitantly towards billboards and other local publications such as ‘sponsoring’ school events. You’d also be surprised at the influence local markets have if you’re in a city/ larger town— $300 a day for a booth kind of thing.
If it is a vague, online, tee-shirt type of company, I’ll try to help out, but as they say, “You can be a fun guy, but a fungi has a hard time reaching the canopy.”

Nah, if he doesn't do the right thing he just goes back to a cushy job where he uses his connections in order to advance his career. Just like he has in his career in politics, but now he has government connections. I will still be voting for him, don't get me wrong.
