I don't think a man should be put in jail because he has homo sex in his house. However that doesn't mean the government should do nothing. In addition to banning all public behavior and grooming of children, there needs to be advertising and education campaigns to tell our most vulnerable people that being homo is not the same as being normal.
So there's a difference between accepting that people in private do what they want, and putting people in jail for what they do in private.
