I'm sure they have a license plate. The license plate is blocked from sight by the photographer's vehicle.
On this particular vehicle (1992-1994 Mercury Grand Marquis) the location for the plate was lower on the bumper. It wasn't until later (1995-2011) that Mercury put location for the plate between the tail lights.
They're "drop dead" gorgeous. ;)
