No where in the Insurrection Act does it state that he can not envoke it if the crowd listens to the order to disperse, it simply states that he has to make the proclamation to disperse first.

I've never once heard someone promoting "hopium" and a plan telling people to not take action. The only things they have said is do not get violent, yet. There is a huge difference. People should still be calling their legislatures, protesting, boycotting, etc.

You are talking about the most elite fighting force in the world. The people that join the military choose to do so because we love this country. We are not forced to do so like other countries. We all take that oath very seriously, even once we are out. All I'm saying, is have a little faith. If I'm right, then the country is saved, if I'm wrong, then the issue is forced onto the people. The president is aware of that though and I do not think he would leave it up to the people to be forced to take the country back, no one wants that.
If the order was given to them, then yes they would be doing that. If the order was given for them to gather the intelligence on foreign election interference, then the order would have been carried out. If that intel proved that politicians were involved in it, then the information would have been given to the president and they would be waiting for the command. Just like the insurrection act and EO13848 grants them the authority to do.
