Since no one's answering, you find a local amateur radio club, many will administer the certification test to get your amateur radio license and will say on their website. You can also search ARRL for information and locations. Typically you send them an email letting them know when you'll attend. You basically show up and pay about $15 to take the test. There's three levels technician, general, and extra, the higher the license the more it opens up for you. The way it typically works is that you take the technician exam and if you pass they'll offer to give you the next level same day and so on. There's guides you can buy and sample tests online. If you already know the theory from the military then it should be a cake walk and mostly just learning the fcc restrictions. Based on what your class they'll assign you a call sign.

Na, this isn't watertight. Statistical analysis tells you where to investigate, it's not evidence alone. In any analysis there's always the possibly that there's a variable you haven't accounted for that could explain the anomaly. You use the analysis to find where to investigate then you continue looking until you uncover the fraud or the variable you initially missed.

Nevada threw out results in a down ballot race in Clark county, the ruling doesn't apply to Trump, but might be the basis of a future Trump win. Arizona has irregularities, they need a hand count but I'm not sure if it's been ordered yet. Pennsylvania and Michigan have cases pending to throw out invalid ballots, but no rulings yet. The next big thing is Dominion, there's a lot of big talk and rumors of a server being seized in Germany, but no hard evidence. That's going to be the case that can bring the whole house of cards down, but it hasn't been filled yet so we don't know much. If the evidence is as strong as it claims that it'll be the biggest scandal in election history since the Hayes election.
I'm going to be really pissed if this Dominion thing turns out to be bullshit. All this shit was planned, the machines failed because the staff didn't want it to work, it's critical to get harvested ballots through. That's why Trump's projections where off in the last couple of days, they assumed a 3% reject rate of remaining ballots.
