Sounds like the tabulators scan the ballot into an image and then attempt to OCR it in order to read the text and determine which names are marked. It sounds likely that these images were then transmitted to a remote server to do the actual OCR interpretation since it probably takes more processing power that the tabulators themselves have. That's where the door for interlopers is flung wide open (hence authorities seizing the copies of data in Germany and elsewhere).

TL;DR - The actions taken by the state of Pennsylvania (specifically the blue counties in question) violated not only their own state law, but the "Equal Protection" of the 14th Amendment. The biggest things their citing is blue counties fudging rules on allowing mail-in voters to "correct" ballots (or likely doing it for them) while red counties obeyed the law and didn't. That and not allowing Republican poll watchers access to somewhere around 700 thousand+ (or more) mail-in ballots that were cast.
Receipts are laid-out. The PA court will likely hem and haw, and the Supreme Court will have to step in.
