I don't see any clear evidence of fraud here. In districts that are heavily Republican, what Dems do live there are happy just to have any Dem win the presidency, whereas heavily Dem districts are more likely to be college towns consisting of more of the type of Dem to refuse to vote Biden because "anyone not named Bernie Sanders is a right-winged corporate sellout."
Is the reverse possibly also true? Are very Republican districts more likely to contain Never-Trump Republicans? The Jeb Bush crowd does seem likely to live around golf courses.
