let's break this down just a little more. blacks, as a % of America's population: 13% (45Million out of 350Million total) males are half of that: 6.5% Assuming a flat age distribution (not exactly correct, but close enough for back-of-the-napkin calculations) we can discount males aged < 15 years old and > age 50. that's a 35-year range, or roughly half the lifespan. so half of the remaining 6.5%: 3.25% are in the "problem age range" - 16 to 49 (11.3 Million)

Also according to the NAACP, 2.3 million, or 34% of the 6.8M people in jail are black. (2.3 Million).
