Look into their government structure. Those countries create coalitions across multiple parties and if a single party within that coalition decides to withdraw from the governing coalition then they have to restructure to form a majority or have elections. It’s how their governments create swamp and non abilities to actually do things in the interest of the people they claim to represent.
