Even if Congress passed a section of their spending bill that "nullifies" the use of the Insurrection Act, that bill itself is null and void, the entire federal government is null and void if the President enacts emergency powers, martial law and gives control of the gov to the military. The only reason I can think of that every voting machine wasn't seized the day after the election is that the rest of the fraud is sufficient to swing the outcome in the swing states. Dead people, out of state, non-citizen etc. Maybe Trump is relying on winning the electoral college by throwing out the contested states then the House of Reps voting after no one has 270 votes. Either way it would be very reassuring to Republican voters to have all Dominion machines seized because we don't ever want them to be used ever again.
