I think it was someone close to the Bidens who got tired of their corruption and wanted to expose it anonymously. It makes no sense for a Biden to take the laptop in, not pay for it and forget to ever pick it up, especially with the sensitive material it contained.
Back then the first speaker spoke for 60 minutes, the second had a 90 minute rebuttal, and then the first speaker had a 30 minute rebuttal/time for closing arguments. At the following debate, they’d alternate speaking positions.
