This reporter has obviously never been to Florida. Publix is the largest grocery chain in Florida. The ratio of Publix to other supermarkets is overwhelming. This is not like other states where you have competing supermarkets in the market. To most Floridians, supermarket is synonymous with Publix. The most likely competitor to Publix is Walmart Supercenters. So it's not a preferential decision to award the contract to Publix. Any other grocery store would not have been able to cover as much territory.
