I thought the indefinitely confined route was a way to circumvent showing ID.
IIRC they tried to say early on to use covid as an excuse, but their supreme court said no, but even so the number of people who reported as confined was drastically more than in previous years.

That 2% error rate out of 100 ballots was significant enough for the judge to order another 2,500 ballots to be inspected.

Looks like they were saying the rate was too low if applied to the 28,000 duplicate ballots in Maricopa County to change the results for the entire state. But that's just isolating it to just duplicate ballots in one county.
Who was responsible for securing and giving them the ballots? How do we know they didn't presample them?
